Steve O was born to Ted Glover and Donna Gay Glover. 

As per his Wikipedia bio, his dad was an English business based in the United States. But he had to relocate to various countries and so did his family. 

Moreover, Steve O was born in Wimbledon, London. The family had to move to Brazil when he was just 6 months old. When he turned 2, they had to relocate to Venezuela where Steve learned Spanish and Portuguese.
