He attended Ka Trobe University and obtained his Bachelor of Arts in politics and history. Furthermore, he completed his postgraduate studies at Monash University where he majored in Ukrainian language and culture.

He served as a ministerial advisor to Assistant Federal Treasurer Senator Rod Kemp and Liberal Premier Jeff Kennett prior to his election to the House of Representatives. During Denis Napthine's tenure as the leader of the opposition, he served as the latter's chief of staff.

He has also worked with the Australian Securities and Investments Commission and the Victorian Farmers Federation. He is a supporter of the St. Kilda Saints, the South Sydney Rabbitohs, Radio 3RRR, and the National Trust of Victoria.

Matthew Guy faced corruption allegations in August 2022 along with his chief of staff, Mitch Catlin.

He and Catlin were reported to the Victoria Independent Broad-based Anti-corruption Commission, Victoria Police, and the Australian Federal Police in August 2022 to investigate whether their conspiracy to engage in corrupt behaviour constituted a crime.

A potential violation of the IBAC Act as well as the Electoral Act, which forbids engaging in a conspiracy to bypass electoral donation restrictions, was made when Catlin attempted to obtain more than $100,000 in payments from millionaire Liberal contributor Jonathan Munz on top of his publicly supported salary.

Additionally, it was made clear that Munz had rejected the plan, not Guy, which is why payments were ultimately missed. Soon after the information was revealed, Catlin resigned.

He asserted that Andrews ought to "come out and explain" the emails because they raised "integrity" concerns. Although Andrews started looking through his files, he "did not believe that any correspondence existed" between him and Woodman.

On August 19, 2022, Andrews made a small number of emails discussing two charity golf tournaments that Woodman planned in 2017 and 2018 public. The activities raised $300,000 for the Royal Women's Hospital of Melbourne and $400,000 for the Monash Children's Hospital.
