Authorities charged Kenny Burno with first-degree murder in 2001, alleging that he plotted the murder and forced his girlfriend to participate.
Burno was 32 years when arrested in 2001. He was held without bail at his Philadelphia home.
Vernell Jones of the 3400 block of Haverford Avenue was also arrested late Sunday night at a friend's home near the Cheltenham border.
Jones was charged with first- and third-degree murder and weapon possession on Monday morning. She was held in Montgomery County jail without bail.
According to Ferman, John I. Davis Jr., 36, was a supervisor at David's Bridal Warehouse in the 400 block of East North Lane.
He was shot three times: in the back of the head, back, and on the left side. Davis' body was discovered in the warehouse parking lot, seated in the driver's seat of his Nissan van.
